MANN, HORACE — Principal advocate of the nineteenth-century common school movement, Horace Mann became the catalyst for tuition-free public education and established the concept of state-sponsored free schools. The zeal with which Mann executed his plan for free schools was in keeping with the intellectual climate of Boston in the early days of the republic.
